how do I get an oil rig entry level job either dry land or offshore?

I would suggest contacting the major rig operators directly. I would check out their wesbites to see if they have postings and/or to get contact info.

Onshore I would contact the following: Nabors, Patterson-UTI, Helmrich & Payne, Ensign, Grey Wolf, Unit.

Offshore I would contact the following: Transocean, Diamond Offshore, Global SanteFe, Noble Drilling, Rowan, Hercules Offshore.
